The citizenry are encouraged to arm themselves, but even Locus City's militaristic government realizes that sending unskilled combatants into the field would be a waste of life. As a result of this reality, the distinction between Combatants and Civilians was born.
In order to be licensed as a Combatant, a character must pass the Combatant Licensing Exam.
The Combatant Licensing Exam is comprised of 3 parts:
The exam is administered twice per year. Its difficulty varies each time.
The requirements for some characters may differ depending on their capability. Characters with disabilities, even without technological assistance, are still eligible to become Combatants.
“Combatants” is simply a word that describes citizens with higher clearance who will be expected to respond in the case of a massively society-altering event / a high-level threat. They may be support members and are not necessarily front-line defenders.
